Russia’s Nuclear Protection Chief Killed in Electric Scooter Bomb Blast

Lieutenant General Igor Kirillov, the chief of Russia’s Radiological, Chemical, and Biological Defence Forces, was killed in a bomb blast outside an apartment building in Moscow. According to Russia’s investigative committee, the explosive device was hidden in an electric scooter parked on Ryazansky Prospekt. The attack also claimed the life of Kirillov’s assistant, intensifying concerns about security lapses in the Russian capital.

Details of the Attack

Russian authorities stated that the explosive device used in the attack had a capacity equivalent to 300 grams of TNT. Eyewitness accounts and photographs circulating on Russian Telegram channels revealed a shattered building entrance surrounded by rubble and blood-stained snow, where the two bodies were discovered.

A criminal case has been opened, and authorities are investigating the incident, which they have labeled an act of terrorism.

Ukraine’s SBU Claims Responsibility

A source within Ukraine’s Security Service (SBU) claimed responsibility for the assassination, labeling Kirillov a “legitimate target.” The SBU’s statement was also echoed by Reuters and AFP, which cited anonymous sources confirming the agency’s involvement.

Kirillov was a high-ranking military officer and a controversial figure. Ukrainian prosecutors had recently charged him in absentia for alleged war crimes, including the use of banned chemical weapons on the battlefield.

International Reactions

The assassination has drawn varied responses. Dmitry Medvedev, deputy head of Russia’s Security Council, accused Ukraine of orchestrating the attack to divert attention from its military challenges. He vowed that Ukraine’s leadership would face “inevitable retribution.”

Russian Foreign Ministry spokesperson Maria Zakharova criticized Western nations for their silence, claiming that the West’s failure to condemn the attack amounted to implicit approval of “war crimes by the Kyiv regime.”

In contrast, the United States distanced itself from the incident. State Department spokesperson Matthew Miller stated, “The United States was not aware of it in advance and was not involved.” Miller also highlighted Kirillov’s alleged role in atrocities, including the use of chemical weapons.

Kirillov’s Controversial Legacy

Lieutenant General Igor Kirillov had been under international scrutiny for his role in Russia’s chemical weapons program. In October, the United Kingdom sanctioned Kirillov and his troops for their reported use of toxic agents like chloropicrin, a choking agent prohibited under international law.

While Russia denies possessing a military chemical arsenal, allegations of toxic weapon use have persisted, particularly during its ongoing conflict with Ukraine. Ukrainian officials claim to have documented more than 4,800 instances of chemical weapon use on the battlefield since February 2022.

Security Concerns in Moscow

The bombing has also highlighted security vulnerabilities in Moscow. Residents of the apartment complex where the attack occurred have long complained about the lack of surveillance cameras in the area. According to Al Jazeera’s Maria Shapovalova, the cameras installed were reportedly not operational at the time of the incident, complicating efforts to identify those responsible.

The assassination of a high-ranking general in the heart of Moscow underscores the growing reach and boldness of attacks linked to the Ukraine conflict. It has raised questions about the effectiveness of Russia’s internal security measures and exposed vulnerabilities in protecting key military figures.
